  报告一:     

  (1)主题:Co-construction, Co-governance and Sharing:Innovation of Urban Community Grid Governance Mechanism

  (2)主讲人: 何阳  公共管理学院博士后 

  (3)交流内容:

  Grid governance is a new paradigm for urban community governance under the shared vision of co-construction and co-governance. Multi-dimensional theoretical guidance and urgent realistic situations can promote the transformation of urban communities from grid management to grid governance. Based on the sample of Xigu and the two-dimensional analysis framework of technology-institution, we analyze the case of grid-based governance of urban communities in Xigu District, and find that the main reason for the innovation of grid-based governance mechanism of urban communities under the shared vision of joint governance is mainly due to the combination of technology and system. At the same time, the application of geospatial technology and information technology in urban community governance has realized the government, street, community, grid and citizen level. Linkage has formed a closed-loop process for the acceptance, filing, dispatch, processing, feedback, return visit and settlement of public affairs; the three-dimensional digital social service management center of Xigu District is directly led by the district committee and the district government to ensure the responsibility of the center and the responsible agency. The coordination of street work, the grid administrator does not enter the community system and respects the governance logic of grassroots autonomy, the “hands-on” system, the “double return visit” system and the call charge reward system promote the participation of citizens in the social governance process create a total Establish a social governance pattern of shared governance. However, the innovation of urban community grid governance mechanism faces the practical challenges of insufficient application for modern science and technology, the intensity of the work of central information transferers, the lack of citizen participation and the limited degree of resident autonomy. In the future, it is necessary to increase 5G, big data and blocks. The application of chain technology in grid governance of urban communities uses artificial intelligence technology to undertake information intelligence identification and transfer work, enhance the breadth of citizens' participation in social governance and give priority to autonomy about community affairs.

  何阳,电子科技大学公共管理学院博士后,专业为管理科学与工程,主要研究方向为基层治理与多元化纠纷解决机制。

  报告二:

  (1)主题:Investigating the Effects of Social Trust and Perceived Organizational Support on Irrigation Management Performance in Rural China

  (3)交流内容:

  Understanding the factors affecting irrigation management performance is crucial for sustainable resource use, especially with the decentralized management mode of irrigation systems being implemented in rural China. This paper contributes to the research field by incorporating different categories of social trust and perceived organization support (POS) into the analysis of irrigation management performance, by linking multiple elements that are based on the Institutional Analysis and Development (IAD) framework. We employed principal component analysis (PCA) and ordered probit regression to analyze a database covering 785 households in the upstream of the Yellow River basin. The results suggested that social trust and POS positively affected the irrigation management performance, and social trust strengthened the positive effect of POS on the performance. Furthermore, the results indicated that personal trust and institutional trust, as well as perceived emotional support and physical support, positively affected the performance. In addition, we also found that household characteristics, household cognition, group characteristics, physical conditions, and rules-in-use also had significant impact on the performance. This paper can be used to inform the government that social trust and POS need to be considered in the common-pool resources (CPRs) management.
